Development potential of natural resources in Kurdistan province within the framework of Iran’s Seventh National Development Plan

Abstract
Of the total area of Kurdistan Province, 40.4% is covered by rangelands, 41.6% by agricultural lands, 2.06% by orchards, and 8.7% by forests. A total of 2,350 plant species have been identified in the province, representing approximately 25% of the flora of Iran and 59% of the flora of the Zagros region. More than 200 medicinal plant species occur in the province, highlighting the importance of effectively utilizing this valuable natural resource. During Iran’s Sixth National Development Plan (2017–2023), approximately 9,800 ha of afforestation, 280,000 ha of watershed management measures, and 3,100 ha of commercial wood plantation development were implemented in Kurdistan Province. Within the framework of the Seventh National Development Plan (2024–2028), comprehensive strategies have been proposed for the agricultural and natural resources sectors. Kurdistan Province has been allocated a 2.5% share of the national targets under this plan. In the field of watershed and aquifer management, the province has the capacity to implement executive operations over approximately 500,000 ha, which would increase the proportion of managed areas from 25% to 43% of the provincial territory. At present, only 18% of the province is covered by such management programs. Likewise, up to 500,000 ha of rangelands have the potential to be incorporated into management, conservation, restoration, and rehabilitation programs. In the forestry sector, although the national target for commercial wood plantations is 450,000 ha, the development potential in Kurdistan Province is estimated at 12,000 ha or more. To enhance the sustainable management of the province’s natural resources, increasing the province’s capacity to attract national and provincial funding is essential for achieving Kurdistan’s 2.5% allocation under the Seventh National Development Plan. Furthermore, strengthening collaboration between research institutions, universities, and executive agencies is strongly recommended to facilitate the effective implementation of these development objectives.
